Mission Statement

The purpose of the Bethesda Alliance is to support and promote the Bethesda Health Clinic of Tyler, Texas, and to function as a fundraising and volunteer service group.

History

It was the dream of Beverly Castleberry to organize a women’s group to assist in the passionate work at the Bethesda Health Clinic. On November 20, 2006, a group of spirited and caring women met at Evelyn Jordan’s home to discuss forming a helping arm of the Bethesda Health Clinic. It would take a measure of “seed” money to begin the Bethesda Alliance, but that was not too great an obstacle for these ambitious women. That day, these women raised $282 for the infant Alliance by auctioning jewelry and other items they donated. Therefore, it was on that day that Beverly’s dream began to formalize. Today, the dream is a reality.

Bethesda Alliance Prayer

By-Laws

Article I: Name

The name of this organization shall be: “The Bethesda Alliance”

 

Article II: Purpose

The purpose of this organization shall be to support and promote the work of Bethesda Health Clinic of Tyler, Texas, and to function as a fundraising and volunteer service group.

 

Article III: Membership

Section 1: Classification

 

The classification of membership shall consist of Active and Current Life Members.

Active Members shall pay annual dues of $25, payable on or before July 1 of each year.

New Life Memberships are no longer available with the exception of the Outgoing President, who is awarded a Life Membership as an honorarium. (approved 10/17/2023)

All members are encouraged to attend General Meetings and serve on committees.

 

Section 2:

A member may resign by giving written notice to the Vice President of Membership. A member may be removed from the membership roll after discussion and a two-thirds affirmative vote by the Executive Committee. The president shall notify the member of their removal from the membership roll.

Article IV: Officers

Section 1: The officers of the Bethesda Alliance shall be elected by the membership. Officers shall include President, 1st Vice President, 2nd Vice President, Secretary, Treasurer and Parliamentarian. (approved 5/13)

 

Section 2: The Executive Committee shall serve for a period of one (1) year. Officers may be re-elected to the same office for no more than one (1) additional year after the initial first year.

 

Section 3: In the event of a resignation of an elected officer, the Executive Committee shall appoint a replacement.

 

Article V: Duties of Officers

Section 1: President – The President shall be Chairman of the Executive Committee and shall preside at all General and Executive Committee meetings of the Alliance. The President shall be an ex-officio member of all committees excluding the Nominating Committee, and shall, in consultation with the Executive Committee, appoint chairman for committees for the membership

Section 2: 1st Vice President – The 1st Vice President will serve as Program chairman and shall assist the President. In the absence of the President, the lst Vice President shall perform the duties of the President.

Section 3: 2nd Vice President – The 2nd Vice President will serve as Membership Chairman. In the absence of the President and the 1st Vice President, she shall perform the duties of the President. (approved 5/13)

Section 4: Secretary – The Secretary shall keep a record of all meetings of the Alliance.

Section 5: Treasurer—The Treasurer shall be accountable for all Alliance funds received or disbursed, responsible for a system of receipting, and the preparation of Alliance financial reports. All monies received by the Alliance are to be promptly deposited in an account designated as the Bethesda Health Clinic, Tyler, Texas.

Section 6: Parliamentarian – The parliamentarian will advise the alliance on the proper procedures according to the By-Laws, Standing Rules, and Robert’s Rules of Order, newly revised.

Section 7: Election of Officers – The President is elected yearly and may not serve more than two (2) successive terms. To qualify for the office of President, one must be an active member for at least two years and have served on the Executive Committee or as a Committee Chairman during that period. To qualify for other elected offices, a member must have been an active member of the Alliance for one year.

 

Article Vi: Executive Committee

Section 1: : The Executive Committee shall consist of all elected officers of the Alliance and the Chairmen of the Standing Committees.

Section 2: The Executive Committee shall conduct the business of the Alliance. It shall hold meetings to be called by the President at a date preceding a general meeting. One-third of the Executive Committee shall constitute a quorum.

 

Article VII: Nominating Committee

Section 1: The President and 1st Vice President shall be ex-officio members of all committees and shall attend all meetings of committees with the exception of the Nominating Committee

Section 2: The nominating Committee’s purpose is to prepare and present a slate of officers to the Executive Committee and to the General Membership of the Alliance. The President will appoint the Chairman of the nominating Committee. The membership of the Nominating Committee shall be: Nominating Committee Chairman, Membership Chairman and three (3) members appointed by the President from the membership.

Article VIII: Parliamentary Authority

Section 1: Amendments to the By-Laws shall be presented by the Executive Committee to a General Meeting, voted upon by the members in attendance, and shall require a majority of the member attendees’ votes to pass. Robert’s Rules of Order, newly revised, shall be the authority controlling questions of parliamentary procedure (approved 5/14).

 

Standing Rules

General Meetings

Meetings of the Alliance shall be held monthly, and members shall be notified prior to the scheduled meeting of the location, time, and the price of the luncheon if included in the meeting. Changes to the time, location and price shall be made by the Executive Committee.

Cancellation of Reservation: Reservations must be made by noon on Thursday (approved 7/6/23) before Tuesday meetings. Hollytree Country Club is closed on Mondays – no cancellations will be accepted. No shows will be invoiced for price of the luncheon.

Notice of meetings will be by the Contacts/Reservations Committee.

Program Guidelines

Other community nonprofit organizations shall not solicit funds nor shall monies be collected for other nonprofit organizations during monthly Bethesda Alliance meetings. Checks from the Bethesda Alliance shall not be presented to other nonprofit organizations. Speakers/presenters shall not sell books or other merchandise at Bethesda Alliance meetings. Alliance Year

September 1 to August 31 (approved 2/06/23)

The President’s Luncheon will be held in May to recognize the outgoing officers and welcome the incoming officers. (approved 2/06/23)

 

Dues

$25.00 annual dues for the year beginning September 1 are due and payable by July 1.

(approved 5/31/23)

 

Election of Officers

The Nominating Committee will meet in February to select a slate of officers to present to the membership for the next year.

At the March Alliance General Meeting, the Nominating Committee will present its recommendations. A vote will then be taken at the April Alliance General Meeting. The new officers transition into leadership and will be installed at the May General Meeting.

If more than one candidate for an office is presented, then that person will be elected by ballot. If only one candidate is presented for each office, a ballot is not needed.

 

Executive Committee

The Executive Committee shall consist of the Elected Officers and the Chairperson of the Standing Committees and shall have voting rights.

 

Elected Officers are as follows: President, 1st Vice President, 2nd Vice President, Secretary, Treasurer, and Parliamentarian.

 

The Standing Committees shall be as follows: Bethesda Liaison, Birthday Bash, Business Development, Lindale. (approved 8/17)

The Appointed Committees shall be as follows: Clinic Credits, Contacts/Reservations, Devotions, Door Prize, Events/Decorations (approved 8/17), Hangers of Hope Thrift Stores, Hospitality, Sunshine, Yearbook, and other committees as deemed necessary by the President (approved 4/14). The appointed committee chairpersons will attend the Alliance Board meetings.

 

Duties of Officers

 

PRESIDENT

The President presides at all general Meetings and meetings of the Executive Committee. He/She shall report at each meeting, sign documents on behalf of the organization and appoint the committee chairs. He/She shall serve as an ex-officio member of all committees with the exception of the Nominating Committee. He/She will have the authority to sign purchase vouchers in the absence of the Treasurer. As the President completes a year of service, he/she will receive either a $50 honorarium to the Health Clinic, or will be awarded a Life Membership if he/she is not already a life member. The President will reserve dates and locations for each meeting. (approved 8/25)

 

 

1ST VICE PRESIDENT

The 1st Vice President shall preside when the president is absent or must vacate the chair. She is responsible for procuring programs and presenting a $25 honorarium to the Health Clinic in the speaker’s name. (approved 8/25)

2ND Vice President

The 2nd Vice President will act as Chairman of the membership committee. He/She will maintain the membership roster and notify all committee chairs of new members and their areas of interest. As new members join, he/she will take the members’ pictures and send to the IT director at the Health Clinic to include in the online yearbook. (approved 8/25)

He/she will also preside in the absence of the President and Vice President. He/she will follow up with non-member guests to encourage them to join the Alliance and/or become a volunteer for the Bethesda Health Clinic. Additionally, he/she will see that nametags are made for distribution to new members. He/she is also responsible for coordinating a welcoming event for new members.

Secretary

The Secretary will keep the official records of the Organization by taking the minutes and preparing a written report for the next meeting. He/she will record and make changes when necessary to the By-Laws and Standing Rules. He/she will assist the President in preparing the Annual Report.

Treasurer

The Treasurer shall keep accurate records of dues and prepare a written report for each meeting, forming budget committees when necessary. The Alliance will have all dues monies collected each year set aside in Clinic accounting for Alliance budget items. Bethesda Health Clinic staff members who wish to join the Alliance will have their membership fee waived. Memorials in honor of a member’s death ($50) or in honor of a member’s immediate family member’s death ($25) shall be given to Bethesda Health Clinic in the name of the Alliance. He/she shall sign purchase vouchers when monies are needed for projects and events not to exceed a total of $500.00.

 

Anything above that amount must be signed by the Financial Director of Development Director of the Bethesda Clinic. Monies shall be kept in the Alliance account for the purposes of such projects and events.

 

Parliamentarian

The Parliamentarian will advise the Alliance on the proper procedures according to the By-Laws, Standing Rules and Robert’s Rules of Order, newly revised.

 

Duties of Standing Committees

 

Bethesda Liaison

The Liaison Committee Chairman will coordinate between Bethesda Health Clinic and Alliance. She will work closely with the Membership Chairman to assure that all new members are made aware of the services Bethesda Health Clinic Provides. The Liaison is the outgoing President of the Alliance.

Birthday Bash

The Birthday Bash Chairman will select a theme for the Bash, committee chairs, and oversee their progress to completion. He/she will work with the Clinic Development Director for sponsorships.

Business Development/Lindale

The Business Development Chairman will work closely with the Development Director in coordinating business contacts for the purpose of fundraising and securing corporate sponsorships. He/she will report to the Executive Committee.

 

Duties of Appointed Committees

 

Clinic Credits

The Clinic Credit Chairman shall report volunteer hours monthly. Hours should include attendance at general meetings, committee work, clinic work, Hangers of Hope work, Birthday Bash work or any other volunteer work on behalf of the Bethesda Clinic. (approved 4/13)

Contacts/Reservations

The Contacts/Reservations Committee Chairman will be responsible for notification of meetings to each member by email or telephone. He/She will advise the Membership Chairman and the Treasurer of the names of each person attending the upcoming meeting. (approved 4/14)

Devotions

The Devotions Committee Chairman shall assign various members to prepare a short devotional for each meeting and ask someone to open the meeting with an invocation.

Door Prize

The Door Prize Chairman shall award the holder of the winning ticket with the designated prize. (approved 8/25)

Events

The Events Chairman is responsible for the coordination and execution of Alliance Events. He/she shall submit a budget to the Executive Committee and be responsible for organizing committees to assure success of the event. These events shall be coordinated with the Community Calendar and the Development Directory of Bethesda Health Clinic.

The Hangers of Hope Thrift Store

The Bethesda Health Clinic Volunteer Coordinator will be the liaison between Hangers of Hope and the Alliance for all events and projects.

Hospitality

The Hospitality Chairman will form a greeting committee to welcome members and guests at the General Meetings.

Sunshine

The Sunshine Committee Chairman will send cards to members or their immediate family in the event of illness or death. He/she shall recognize the members who have birthdays at each regular meeting in a special way coordinated with the President. (approved 5/11)

Yearbook

The Yearbook Committee Chairman will coordinate with the Vice-President/Membership Chairman and the Treasurer for the current list of members, new members, and Life Members. He/she will verify information by email or by telephone. The yearbook chairperson will coordinate with the IT director (or his designee) to make the necessary updates and changes to the online, digital yearbook. (approved 8/25) In addition, he/she will notify the Telephone chair of information to be conveyed to members who must be called.

Standing Rules

He/She will maintain the membership roster and notify all committee chairs of new members and their areas of interest.  He/she will also preside in the absence of the President and Vice President.  He/she will follow up with non-member guests to encourage them to join the Alliance and/or become a volunteer for the Bethesda Health Clinic.  Additionally, he/she will see that nametags are made for distribution to new members.  He/she is also responsible for coordinating a welcoming event for new members.

The Events Chairman is responsible for the coordination and execution of Alliance Events.  He/she shall submit a budget to the Executive Committee and be responsible for organizing committees to assure success of the event.  These events shall be coordinated with the Community Calendar and the Development Directory of Bethesda Health Clinic.

Hospitality

The Hospitality Chairman will form a greeting committee to welcome members and guests at the General Meetings.

The Hangers of Hope Thrift Stores

The  Bethesda Health Clinic Volunteer Coordinator will be the liaison between Hangers of Hope and the Alliance for all events and projects.

Sunshine

The Sunshine Committee Chairman will send cards to members or their immediate family in the event of illness or death.  He/she shall recognize the members who have birthdays at each regular meeting in a special way coordinated with the President.  (approved 5/11)

Yearbook

The Yearbook Committee Chairman will coordinate with the Membership Chairman and/or the Treasurer for the current list of members.  He/she will verify information by email or by telephone.  The yearbook chairperson will coordinate with the President about changes in yearbook pages and coordinate with the photographer for members without pictures. In addition, He/she will notify Telephone chair of information to be conveyed to members who must be called. The yearbook shall be distributed at the September general meeting.

Volunteer Opportunities

There are many additional ways for Bethesda Alliance members to get involved, including opportunities to serve the Alliance, Adult Clinic, Pediatrics Clinic, and Hangers of Hope.
